Kreiranjem kompetencijskog okvira stvorit \u0107e se uvjeti za izradu standarda zanimanja za pojedina radna mjesta u javnoj upravi i pretpostavke za nove standarde kvalifikacija.<\/p><p>Uvo\u0111enje kompetencijskog okvira u javnu upravu ujedno predstavlja i preduvjet za uspostavu programa osposobljavanja i usavr\u0161avanja za rad u javnoj upravi uskla\u0111enih s potrebama slu\u017ebe i strate\u0161kim ciljevima, mjerama i politikama \u010dija \u0107e provedba od zaposlenika zahtijevati nova znanja i vje\u0161tine.<\/p><p>Projekt se provodi sa svrhom unapre\u0111enja sustava razvoja i upravljanja ljudskim potencijalima radi stvaranja odgovaraju\u0107e strukture zaposlenih na kojoj \u0107e po\u010divati modernizacija javne uprave kao i unapre\u0111enje stru\u010dnog, u\u010dinkovitog i profesionalnog pru\u017eanja usluga korisnicima.<\/p><p>Op\u0107i je cilj projekta razvoj kompetencijskog okvira za efikasnije upravljanje ljudskim potencijalima u javnoj upravi za sva tri dijela javne uprave u Republici Hrvatskoj: dr\u017eavna tijela, pravne osobe s javnim ovlastima te upravna tijela jedinica lokalne i podru\u010dne (regionalne) samouprave.<\/p><p>\u00a0U sklopu ovoga Projekta izradit \u0107e se kompetencijski okvir za javnu upravu koji \u0107e biti implementiran u 9 pilot-tijela, sastavit \u0107e se priru\u010dnik za primjenu kompetencijskog okvira u tijelima javne uprave, kao i operativni plan za implementaciju kompetencijskog okvira u javnoj upravi te smjernice za izmjenu propisa s ciljem implementacije kompetencijskog okvira u cjelokupnoj javnoj upravi. Kako bi se olak\u0161alo uvo\u0111enje i primjena kompetencijskog okvira u tijela javne uprave, organizirat \u0107e se programi izobrazbe zaposlenika. \u00a0<\/p><p>Dr\u017eavna \u0161kola za javnu upravu je partner na projektu u provedbi Elementa 2 \u2013 Razvoj i provedba izobrazbe kako bi se izra\u0111eni kompetencijski okvir implementirao i olak\u0161ala njegova primjena putem edukacija
